1. The
General Building Supervision Test Report does not replace the authorizations,
approvals and certifications legally required for the implementation of
building projects.
2. The
General Building Supervision Test Report is granted without prejudice to the rights
of third parties, especially private property rights.
3. The
producers and distributors of building materials are obliged to provide the user
of the building material with copies of this General Building Supervision Test
Report, without prejudice to the further regulations stipulated in the Special Provisions
(Besondere Bestimmungen). On request,
copies of the General Building Supervision Test Report is to be made available
to the persons concerned.
4. The
General Building Supervision Test Report may only be copied in full. Permission must be obtained from Otto Graf
Institute for any partial publication of this Report. Texts and drawings of advertising brochures
may not be contradictory to the General Building Supervision Test Report. Translations of the General Building Supervision
Test Report must bear the remark “Translation of the German original not
verified by the Otto Graf Institute” (Vom Otto-Graf-Institut nicht geprüfte
Übersetzung der deutschen Originalfassung).
5. The
General Building Supervision Test Report is granted revocably. The provisions of the General Building
Supervision Test Report can be supplemented and amended afterwards, especially when
new findings require the same.
6. The
building material specified in this General Building Supervision Test Report requires
a proof of conformity (Übereinstimmungsnachweis), and labeling with the sign of
conformity “Übereinstimmungszeichen“ (Ü-Zeichen) in accordance with the Regulations
for the Sign of Conformity (Übereinstimmungszeichen-Verordnungen) of the
Federal States.

The fire-retarding agent called “ANTIFIRE - Feuerschutzanstrich Holz”, for the treatment of solid wood, wooden flake boards, and veneer plywood for building as low-flammable building material (Building Material Class DIN 4102 - B1).
1.2.1. The fire-retarding agent is a low-flammable building material (Building Material Class DIN 4102 - B1), if it is applied on
- Solid wood with a thickness ³ 12 mm
- Wooden flake boards according to the Standard DIN 68 761-1, according to the Standard DIN 68 761-4, and according to the Standard DIN 68 763 with a thickness ³ 12 mm, as well as with veneer, if a thermosetting glue has been used
- Veneer plywood for building according to DIN 68705-3 as well as DIN68705-5 with a thickness of ³ 12 mm.
1.2.2. The fire-retarding agent has to be applied on each side of the wooden
pieces to be protected, as far as these are not bonded onto a solid mineral background
with their entire surface.
1.2.3. Such treated wooden
pieces have to be protected against rain or humidity (closed rooms, covered buildings,
etc.).
1.2.4. The
fire-retarding agent must not be applied if strong wear by mechanical strain is
assumed.
1.2.5. The flame-proofing agent may be colored with the pigments “Wubalen
... SIN” of Messrs. Karl Finke, Wuppertal.
The admixture shall be 0.5 % max.
1.2.6. The treated building materials may afterwards be coated with an additional
top coat (finishing paint) “Pyroplast HW” (Wet application rate 50 g/m2
max.).
1.2.7. This General Building Supervision Test Report is valid only for
the purposes of the provisions of Building
Regulation List (Bauregelliste) A, Part 2, Edition 2002/1, Item 2.10.2.
1.2.8. It is not the purpose of this General Building Supervision Test
Report to serve as a proof of the sanitary and environmental protection. For this purpose referral to further proofs (National
Technical Approval; Allgemeine bauaufsichtliche Zulassung) are necessary, where
applicable.

2.1.1 The fire-retarding agent must be an
easy-to-spread, aqueous, white or colored liquid. The dry matter content must be approx. 68% by weight.
The
fire-retarding agent to be applied must form in the event of a fire a heat insulating
foam layer on the surface to be protected.
2.1.2 The fire-retarding agent is to be produced in such a manner that the solid wood treated with it satisfies the requirements for low-flammable building materials (Building Material Class DIN 4102 - B1) according to the Standard DIN 4102-1: 1998-05.
2.1.3 The composition must be in compliance with the specifications filed with the Otto Graf Institute.
Provisions of Clause II 2.1 have to
be observed in production of the building material.
The building material must be labeled
according to conformity labeling (Ü-Zeichen) regulations of the federal states. Labeling of a product is only approved if it
satisfies the requirements provided in Clause 2.3.
The Ü-Zeichen is to be applied on
the building material or on its packaging (as valid for the instruction leaflet
as well) or, if this is not possible, on the delivery note.

The confirmation of the
conformity of the building material with the provisions of this General
Building Supervision Test Report must be performed for each production site
with a certificate of conformity on the basis of a in-plant production control
and a regular external supervision including an initial test of the building
material in accordance with the provisions below.
For the issuance of the
certificate of compliance and the external supervision including the product
tests required in this respect, the manufacturer of the building material has
to engage a certifying body, and a duly approved supervising body.
At each production site, a
in-plant production control1) is to be arranged and performed, which
guarantees the steady production and composition of the building material in
accordance with Clause 2.1. Performance
of the in-plant production control is subject to the Guidelines on Proof of Conformity (“Richtlinien
zum Übereinstimmungsnachweis”2).
At each production site,
the in-plant production control should be checked through external supervision
regularly, at least once a year.
Performance of the
external supervision is subject to the Guidelines on Proof of Conformity (“Richtlinien
zum Übereinstimmungsnachweis”2).
Within the framework of the external
supervision, an initial test of the building material is to be performed. Regular external supervisions shall involve
sampling for random testing. The
sampling and tests are to be performed by the respective accredited supervisory
body.
The results of the
certification and external supervision are to be kept for five years as a minimum. They shall be presented to the highest competent
supervisory authority by the certifying body and/or the supervisory body on
request.

This General Building
Supervision Test Report is issued on the basis of articles 17 et sqq. of the Building
Regulations of the Federal State of Baden-Württemberg (LBO BW) of August 08,
1995 (GVBl [Official Gazette] S.617) in connection with the Building
Regulations List (Bauregelliste) A, Edition 2005/2. Corresponding legal bases are contained in the Building
Regulations of the remaining Federal States.
An appeal may be filed
against this General Building Supervision Test Report. The appeal must be filed within one month in
writing or verbally with Otto Graf Institute, MPA University of Stuttgart,
Pfaffenwaldring 4, D-70569 Stuttgart. We
would like to point out that the right to appeal is only available if the
appeal is received within the specified term.
5.1 The fire-retarding
agent “ANTIFIRE - Feuerschutzanstrich Holz” is to be applied on
- Solid wood with a thickness ³ 12 mm
- Wooden flake boards according to the Standard
DIN 68 761-1, according to the Standard DIN 68 761-4, and according to the
Standard DIN 68 763 with a thickness ³ 12 mm, as well as with veneer, if a thermosetting glue
has been used.
5.2 The fire-retarding
agent is to be applied on the surfaces of solid wood, veneer
plywood for building, and wooden flake boards, with a minimum wet application rate of 500 g/m2.
5.3 Before applying the fire-retarding agent, the adhesion capacity of the surface
must be tested.
5.4 Should the fire-retarding agent is to be
provided with a top coat, then the finishing paint “Pyroplast
HW” produced by Messrs. Rütgers Organics, Mannheim, is to be applied with a max.
wet application rate of 50 g/m2.
5.5 The said
application quantity is to be applied on every side of the wooden pieces to be
protected, as far as these are not bonded onto a solid mineral background with
their entire surface.
5.6 The building
materials treated must be protected against rain or humidity (closed rooms,
covered buildings, etc.).
5.7 The fire-retarding
agent must not be applied if strong wear by mechanical
strain is assumed.
